EUM  eUICC manufacturer

What is an eUICC manufacturer?

This term is used within the GSMA’s Remote SIM Provisioning standard to describe the manufacturer of an eUICC (embedded Universal Integrated Circuit Cards) or embedded SIM. The eUICCs are sold to device manufacturers and mobile network operators (MNOs).

EUMs are responsible for creating specifications and designs for eUICCs, which involve defining the hardware, software, and security features. They also manufacture the physical eUICC cards that include the embedded SIM functionality. Ensuring the security of eUICCs is crucial, so EUMs implement security measures such as encryption, authentication and secure storage.

Role and Responsibilities

EUMs play a critical role in the connected device ecosystem by:

  • Designing and developing eUICCs: Defining hardware architecture, embedded software, and the secure operating environment that enables provisioning and lifecycle management
  • Manufacturing the physical eUICC: Producing the secure hardware modules integrated into consumer and IoT devices, ensuring compliance with GSMA, ISO, and Common Criteria security standards
  • Implementing advanced security: Using techniques such as encryption, authentication protocols, and secure key storage to protect mobile identities and prevent tampering
  • Collaborating with ecosystem partners: Working with device manufacturers, MNOs, and SM-DP+/SM-SR providers to ensure seamless integration of eUICCs across networks and devices


EUMs enable global, flexible connectivity by ensuring that devices can be provisioned with new mobile operator profiles without needing a physical SIM swap.
